The Individual Investor Programme

The Individual Investor Programme of the Republic of Malta was launched in January 2014, whereby foreigners could apply for a certificate of naturalisation to become Maltese citizens. The programme is being administered by Identity Malta on behalf of the Maltese Government. 

All foreign individuals and their families may be granted citizenship on condition that they contribute to the economic and social
development of Malta and meet the programme’s requirements. Following a due diligence programme and thorough background checks, applicants will be granted citizenship.

Applicants must be over eighteen years of age, buy property in Malta (minimum value of €350,000) or rent (minimum of €16,000 per annum ) and invest a minimum of €150,000 in the Maltese economy, as guided by Identity Malta.The programme also requires that foreign individuals provide proof of residency in the country.Furthermore, Individuals are requested to submit certificatesto show that they and their dependants are in good health.

In addition, each applicant must contribute a sum of €650,000 to the National Development and Social Fundeconomy (€10,000 of which is non-refundable) together with different contributions for their dependants as listed below:

Spouse: €25,000
Children below 18: €25,000 each
Unmarried children between 18 and 26: €50,000
Applicant’s parent over 55: €50,000

Details such as due diligence, passport and bank charges fees also apply. 

Although the programme is open to all eligible foreigners, there is a limit of 1,800 successful applications for the duration of the 
programme.
